Small businesses in particular have been shown to suffer under strict pandemic control measures.  The opinion is expressed that in managing the pandemic, strict restrictions should not be introduced on micro, small and medium businesses. In addition to health and social service activities, the medical sector should be substantially strengthened, and health management and regulation from a legal, administrative and economic point of view should be improved and strengthened. This sphere of economic activity should function on the "just in time" principle.
